The fact that opposite strategies of consolidation of power led to similar outcomes from the point of view of the legitimacy of class struggle in the Third World can only be understood in the light of the peripheral position of most Third World states. This position implies little or no command over world surplus, and this, in turn, has two implications for the class struggle: ( 1 ) from the point of view of its protagonists (social classes) there is not much to be gained from it, so that actual episodes of class struggle are likely to engender frustration rather than class conscious­ ness; (2) under these circumstances, peripheral elites competing for political command do not normally find social classes upon which to constitute reliable bases of power and hence have resorted to one of the two strategies mentioned above.

Economic and political elites are thus under considerable pressure to share/exchange the economic and political command they respectively wield. As we shall see presently, the pressure to do so originates not only in the competitive struggles for state power and wealth, but also and especially in the class struggle. When all is said and done, however, it remains true, first, that the logic of the struggle for political command is different from that of the struggle for economic command; and, second, that this difference is a source of conflict and struggle between (as well as among) political and economic elites.

Agreement on this point, however, posed a second dilemma concerning the time schedule and the means of gaining state power. Two alternatives presented themselves. On the one hand, the centralized direction of the movement could take a gradualist and democratic road, as advocated by the reformist wing of the Second International.
